William Carter was born at Ramsgate, Kent on 21 September 1894, one of seven children of William and Jane Carter of Forge Lane Ramsgate. He was educated at St Lawrence School, Ramsgate and joined the Royal Navy on 2 April 1911. He is commemorated on the Chatham Naval Memorial Panel 29.
