William Hooper was born in Brighton, Sussex on 10 February 1887, the son of James and Alice Hooper of Brighton. He was married to Susannah Margaret Hooper and lived at Great Yarmouth, Norfolk.
He is commemorated on the Chatham Naval Memorial Panel 28 and on the war memorials at Great Yarmouth and Portslade and West Hove.
