Edmund Tilley was born on 22 July 1890 at Horsham, Sussex. He was the son of James and Jane (née Rhodes) Tilley of Coolham, Shipley, Sussex and the youngest of ten children. He was educated at Shipley Boys School and joined the Royal Navy on 6 March 1911. He saw action aboard the battlecruiser HMS PRINCESS ROYAL at the Battle of Jutland before his submarine service.
He is commemorated on the Portsmouth Naval Memorial Panel 30 and on the war memorial in the Church of St Mary the Virgin, Shipley.
