Herbert Campaign was born in Gillingham, Kent on 14 Jan 1896, the son of Herbert Henry and Frances Graham Campaign. He joined the Royal Navy as a Boy Artificer on 15 August 1911, and completed his apprenticeship on 17 October1915. His first ship was the battleship HMS KING GEORGE V in which he served from 10 November 1915. He next joined the battle cruiser HMS LION on 4 April 1916 and served at the Battle of Jutland on 31 May/1 June 1916. He joined the destroyer HMS LYCHNIS on 15 November 1917. He served in HMS EXCELLENT from 7 October 1919 and then on 8 September 1921, he was drafted to Ascension Island in the South Atlantic where he stayed for thirteen months before returning on 1 November 1922. He was promoted to Warrant Engineer on 1 October 1925.
On 7 December 1925, he was appointed to HMS DOLPHIN ‘for the Submarine Course‘, followed by, on 18 February 1926, an appointment to the Submarine Depot Ship HMS TITANIA at Hong Kong ‘for Submarines and for HMS L1 as Engineering Officer‘ on 15 December 1926. On 15 April 1929 he was appointed to HMS L22 as Engineering Officer and, on 20 September 1930 he was appointed to HMS ODIN as Engineering Officer, followed by, on 19 December 1933, HMS SEALION as Engineering officer. He was promoted to Commissioned Engineer on 1 October 1935. He was appointed to the Submarine Depot HMS DOLPHIN at Gosport on 2 February 1939. Herbert Campaign was promoted to Lieutenant (E) on 26 January 1940 and was responsible for the supervision of Chief Engine Room Artificers who were standing by ubmarines in ship building yards.
Herbert Campaign is reported to have died in Barrow in Furness on Friday 13 August 1943, after becoming ill. He is buried in the Ulverston Cemetery in Lancashire in Section L Grave No. 144.
