Charles Bright was born in Norwich, Norfolk on 24 March 1877, the son of James Bright. He joined the Royal Navy as an Engine Room Artificer Fourth Class on 6 November 1899.

He joined submarines on 8 February 1903 and then served in the Submarine Depot Ships HMS THAMES and HMS MERCURY until 6 April 1908, however details of submarines in which he served are not available. He then returned to General Service as the Chief Engine Room Artificer of HMS SPIDER.

Charles Bright returned to submarines on 3 September 1914 joining the Submarine Depot Ship HMS ARROGANT. He was promoted to Artificer Engineer on 1 January 1915 and joined HMS J6 as Engineer on 10 February 1916. Charles Bright was lost when J6 was sunk in the North Sea on 15 October 1918.

He was the husband of Mabel Bright of 85, Berisford Road, Portsmouth and he is buried in the Blyth Cemetery in Northumberland in Grave No. C.71.
