William Cooley was born on 6 October 1887 at Aldershot, Hampshire. He joined the Royal Navy on 8 July 1903 at HMS ST VINCENT and served in the cruiser HMS DRAKE and the battleships HMS BARFLEUR and CANADA, in the latter of which he saw action at the Battle of Jutland. He started submarine training at HMS DOLPHIN in June 1917 and joined HMS K17 on 27 September of that year. He married Marcella Mulligan at Newcastle in December 1917.
He is commemorated on the Portsmouth Naval Memorial Panel 28.
