William Cooper was born on 27 February 1892, the third of four children of the George Cooper, Station Officer of St. Andrews Coast Guard Station and his wife Mary. He joined the Royal Navy on 5 September 1907. He is commemorated on the Chatham Naval Memorial Panel 28.
