George Foster was born on 22 June 1903, the son of George and Harriet Gertrude Foster of Liverpool, and joined the service on 5 March 1926. He joined submarines on 4 February 1936 and after training served in HM Submarines H34 and L23. He joined HMS OXLEY shortly before the outbreak of the second world war and is commemorated on the Portsmouth Naval Memorial Panel 35.
