Percival Foxhall was born in Great Barr, Staffordshire on 21 May 1922 and he is understood to have been the son of William Henry Foxhall (a farm labourer) and Emily Foxhall (née Gill) of Birmingham Road, Great Barr. There was also an older brother and a sister. It is not known what Percy did after leaving school, when he joined the Royal Navy or when he joined submarines but, in April 1943 he was an Able Seaman serving in HMS REGENT in the Mediterranean. April 1943 HMS REGENT sailed from Malta (after some repairs) to complete her 16th war patrol with orders to patrol in the Adriatic. It is believed that the submarine was lost with all hands after striking a mine near Monopoli. In May 1943 four bodies, thought to be submariners, were washed ashore – three near Brindisi and one near Otranto but none could be positively identified. REGENT was reported as overdue when she failed to arrive at Port Said as expected. The wreck of HMS REGENT has still not been found although searches still continue.

Percival Foxhall is commemorated on the Chatham Naval Memorial on Panel 68, Column 3.
