James Hagan was born in Gateshead, County Durham on 1 October 1913, the son of Mr & Mrs Hagan (née Brennan). It is not known when he joined the Royal Navy or the Submarine Service, but he is understood to have served in HMS TRIBUNE. He is reported to have died in the Newcastle on Tyne General Hospital from an abscess on the lung. At that time his submarine, HMS TRIBUNE, was refitting in the Swan Hunter Shipyard at Wallsend.

James Hagan is buried in the Tynemouth (Preston) Cemetery in Grave no. 14497.
