Richard Howard was the son of William Ernest and Ellen Howard, of 5 Lichfield Road, Chorley, Lancashire. He had two brothers, Bernard and Ernest Anthony, both of who served in the Royal Navy and survived the War.
He is commemorated on the Portsmouth Naval Memorial, Panel 62, Column 3.
